I have examined the accompanying Ordinance, entitled "Unlawful Societies Ordinance, 1887" and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

The draft of this Ordinance, approved by the Secretary of State by his despatch dated the 24th November, 1886.
